EVERY position can be the strongest., it's just that some positions have advantages over others. Scout would be a better match against a Light Bearer cause they can deny them their biggest advantage. Wave Controller weakens Fisherman, Spear Bearer snipes at Wave Controller, Scout helps Fisherman and Lightbearer, etc. etc.. But if one side is simply stronger than the other, then position advantages dont matter as much. A Light Bearer or a Scout from a dozen floors above would simply wipe out a less experienced team from lower floors, it wouldn't even be a fight. Also, while you can fit into any position, doesn't mean you should. How well and in which way you control Shinsoo determines your role, which determines your toolkit and responsibilities. If you take on more tasks than you can handle then you will only sabotage your team's efforts.

Nah honestly whoever compared Scout to Jungler was cooking, in fact all the main roles map well onto LoL positions: Scout - Jungler Fisherman - Top Laner/Bruiser Wave Controller - AP mid Spear Bearer - ADC Lightbearer - Support
Rachel was a best seed in the lightbearer position in season 1 which means she was the best light bearer of their group after Khun so presumably yes she can use Shinsoo although not particularly well, she's not insanely talented or anything, and it's possible she placed well because of scheming on the part of the director, but she wouldn't have been credible as a best seed if she couldn't at least do basic things. Lighthouses presumably require shinsoo to be controlled, especially from range so yes, she can. Quant is a moron but he reacts quickly to new enemies/strategies. He's managed to climb the tower after all so he likely has a very good sense of danger and strategy although it's almost certainly through intuition more than reasoning. The guy isn't particularly smart. It's kind of like Luffy in One Piece. he's a complete moron but he can understand stuff quickly in battle sometimes (although Quant is a bit smarter than Luffy xD) Wave controllers tend to be vulnerable to strong physically reinforced attacks (I mean you just saw Baam spitting blood from an incredibly weak opponent because he used physical bombs) and often keep their distance because of that, so yes they can snipe (well it depends on how they control their shinsu at least but often they can snipe), but Spear Bearer can both snipe, and counter the wave controller at the same time thanks to said strong ranged physical attack. Wave controllers also tend to have AoE attacks from range so it's harder to use on a fisherman who has engaged one of your own. Spear Bearer can also typically snipe from much further away: If assisted by a good lightbearer, they can literally hit something so far away they can't even see it because of how accurate the spears are. But all that can change depending on the techniques used by a specific individual of course.
Overall the strongest position is the fisherman ,they can obviously use shinsu at long range like a wavec controller but they also have a better physical strength and techniques that's why fisherman are know as the main and core role of the positions ,waves controller are "better" with shinsu because they are more versatile and can do more things like support . Also people who fight with their bare hands are also fisherman they don't necessarily use a needle
