Everyone focused too much on accusing everyone else of pulling a prank for a selfish ulterior motive. Meanwhile, Charles was the only one who actually examined the evidence and connections to the crime scene to find the real culprit. He deserved the task force position.
Probably had some sort of pager that he clicked to send a signal to the officer with Booth. Once that pager went off it was time to bring up the perp. Then all Boyle had to do was make sure he said he already got him

It makes me so sad that people called Jake unsupportive and a bad friend in this ep, it's not fair at all. Jake didn't get the taskforce, didn't have Holt on his side when Dillman accused him and apologised to Boyle straight away, despite not even doing anything wrong (it's not like he stole the opportunity from Boyle or sabotaged it for him or anything). He was also SO supportive, kind and encouraging about Boyle's win and praised him and was honourable and kind and pushed him to get the taskforce despite wanting it himself and being wrongfully suspended.
How was Jake a jerk? He was wrongfully accused and suspended, he didn't get his taskforce job, he was upset... Maybe there was a brief moment of selfishness but he snapped out of it, apologized to Charles and immediately supported him both with the case solve and the taskforce. Moreover, he encouraged and convinced Boyle to take the job like a good friend would do.
it's a late reply but basically: killer was gonna lose murder case, calls brother-in-law (who was the officer arrested at the end of the vid), so he put the glitter bomb beside the evidence on purpose to not only contaminate the evidence, but also affect one of the detectives' career for a higher chance at winning the case (hope this helps lol)
Boyle is the only one who knew it. I knew there wasn’t a prank of revenge. Jake had been prancing the squad for years why start now!?!?! Not to mention a case file was tampered just for a prank. The only flaw in greens plan was scully he wanted jake to open it that way it made it more convincing. What he never accounted for was scully cookie obsessions
