    When The American Secession Crisis began some states had much more uniform responses than others, California, Oregon, and Washington Legislatures all sided with the federal government. The Legislatures of New Mexico and Arizona recognized the Federal government and its status but elected to ignore all federal ordinances.
    Legislatures in Nevada, Utah, and Colorado did not succeed in the same strategy due to sizeable Federal Land claims in those states. This led to a conflict that led them to join with secessionist Idaho to the north, which took Eastern Oregon and Washington Counties under its wing and rejected their states' Referendums.
    While not the first Bloc to arise from the former United States, the Rocky Mountain Bloc was undoubtedly the most organized. However, this was not because of innate brotherhood but out of necessity. A Migrant Crisis led most bloc members to try and fortify their borders against encroachment. Still, the number of people fleeing the fires in Southern California and the Starvation in the recently established "San Francisco Commune*" was more than the Bloc's Infrastructure could handle.
    On the western side of the Rockies, the Referendums in California, Oregon, and Washington were contested by the rural populations in their eastern counties. At the urging of these dissidents, the Rocky Mountain Bloc moved to allow these dissident counties into the Bloc.
    The Bloc effectively annexed the Sierra Nevadas from California, and the Eastern Cascades from Washington and Oregon, resulting in rump states run by military governors remaining under Federal Control. Luckily for the Bloc, the Federal Government at this time was preoccupied with dealing with revolts in the Midwest and secessionists in Virginia and didn't have the resources to spare to retake the Pacific States.
    The Migration Crisis began before the Secession Crisis and consisted of many people fleeing large urban centers, most notably New York, San Francisco, Seattle, and LA. These migrants attempted to move into the country's interior, where "food is everywhere" due to shortages and missing deliveries in the cities.
    The Rocky Mountain Bloc's Response to this was the establishment of a Mountaineer Border Guard occupying two main defensive lines. The Sierra Nevada Line, and the Cascadia Line. These lines were set up to prevent migrants from crossing freely into Bloc Territory and regulate crossing numbers. These lines were unlike any borders the United States had seen as they were fortified against attack. As a result, the passes across the Rockies looked more like Entrenched Fortresses than border posts.
    The Western Border guard was of vital importance to the Heartland states, and blocs and the Rocky Mountain Bloc received funding and supplies from the Great Plains, Texas, and Dixie Blocs to aid in stemming the tide of migrants from (mostly) California.
    This interaction led to growing reliance between the states and blocs in the American Heartland that would eventually see alliances form as a counter to any reproaching Federal power or foreign influence as the threats shifted.
