Shinso’s quirk never activated only on questions before. It’s always been the target simply has to respond to something he says to them and he chooses whether to activate it.
Shoto is the one that has no weakness from using quirk if he fully uses he's power that's why he the 3rd strongest in 1-A (getting tired from using it a lot is not actually a weakness cuz it happens to everyone). Also Deku does have a weakness that is literally destroying his body, actually he has a lot* of weaknesses from using ofa.

Deku sounds a bit different to me as well. Mr. Boing was the teacher Snipe during the combat exams at the end of S2, S3 is when we saw all the girls in the hot spring.
