Are you aware there is a barrel bolt with a lock nut up by the throttle housing under the black rubber boot?
You may need pliers but loosen the locking ring. The knurled part. Once loose back the barrel bolt that has the slot for the cable installation and removal until the slop in the throttle and that cable play is removed.
It’d your bike or cart is run away allowing some slack may be the issue.

It can tighten or loosen yes. If yours wants to take off that's where I would start.

Make sure your governor arm is fully hooked up happened to me

@@LilDayzo this is what happened to me as well. Somehow either governor arm or the pressure from the top nut, the throttle is being held open. I launched mine down the driveway from the long hooked spring not being completely loose before start.

This could be from your springs connected on the part of your throttle that is underneath the gas canister not going all the way back. You can get some new or better springs for 7 bucks.

Had this issue on mine when trying to rig up the governor different way.
Chances are your governor if you accidentally did it wrong or the rig isn't working as you thought it could be that whatever you did caused the governor so it didn't back off enough.
When you switch the bike to run it'll obviously have more rpms and power and on top of that if the governor spring is weak and with that power it could be rattling as soon as you switch it to run and make it even harder for your throttle return spring to back off into a closed position.
I'm honestly trying to find my other throttle return spring and try that not only to see if mine will go faster and have better power or acceleration because my spring seems weak and the throttle snaps back weakly or slowly so I'm missing out on good performance.
I have upgraded the sprocket so it should be quicker or atleast have more pulling power but yeah in my experience that happens when you do something so the governor can't back off when you trying to start and run it.
