The way I see it is he is not required to state a DOJ policy. The president does have the right to executive privilege and Jeff Sessions was just trying to protect that until the Trump decides what he wants to do with the information being requested. That's how I see it right now.

One would expect a man of his authority to be well versed in the law, and well prepared before any committee hearing of any kind, at any time, about any topic. That is HIS job.
