Heels these days typically mean more stylized for formal and casual footwear typically used by women. As for skirts they were, to my knowledge, designed when animal fur was used to create clothing and they created skirts/kilts as it was easier to make. And of course used by Irish warriors with their kilts as it provides freedom of movement for combat.
