Today, in Tamil Nadu, you find most of the women who earn their living washing vessels in several home have successfully made their children graduates. These children are in a better position than their mothers though they may not be CEOs. I think, the welfare measures given by the governments in TN have definitely contributed to this.

In my view welfare scheme are absolutely necessary when government can wave of 10 crore lakh to the rich, develop countries were subsidies or free education, health care they develop their countries, India is poor country.
Pooja, the problem isn't welfare itself. Vast majority of these welfare schemes are funded by middle class taxpayers and their income taxes + indirect taxes. It's quite literally as though 20% of our workforce is subsidizing 800 million-odd people. This isn't sustainable, and is precisely the reason why the middle class feels like it doesn't get anything in return for the tax they pay.
The government continues to cut taxes for large multinational corporations and CEOs, who collectively control 60% of India's wealth while accounting for only 10% of the population. These tax cuts are justified in the name of job creation, yet in reality, companies are not expanding employment but instead retaining the financial benefits without even increasing salaries for existing employees.
Additionally, 65% of India’s tax revenue comes from GST, which is paid by all, including marginalized and poor communities that make up 50% of the population. Meanwhile, the wealthiest 10% benefit from tax policies that enable legal tax avoidance. Rather than criticizing welfare schemes, people should recognize how much the super-rich gain from these government-supported tax advantages. Addressing India's significant economic disparities and caste-based inequalities should be a priority.
It is a harsh reality that less than 20% of India's population file tax returns and around 10% of the population actually pay taxes.
But, indeed, a majority of the population is not in a position to pay taxes. The MSME looked like the segment that could bring more people into the tax-paying bracket. However, today most MSMEs are struggling to survive after multiple hits from demonetisation, faulty GST and then the COVID. If there is some way to empower more people to start
small and medium industries, it would get more people jobs and increase the tax net.

Social security like "free" quality public school education, quality health-care, and minimum "livable" wages and salary should be introduced and made everybody's right. All this will provide social safety net which will make the population not feel helpless and tolerate exploitation. It will also help in reducing mental and psychological issues by giving a sense of safety and dignity to everybody. Also, it will not give room to political parties for using certain communities and groups as a vote bank.
