If you have applied on your own then yes you both have to visit them.. and if it is being applied by third party on your behalf then most probably you don’t need to visit them. Just for fyi they only ask general questions.

It takes 5 years of stay in Lux in general. But if you are coming on blue card you can even apply in 3 years. You need to stay in country for above mentioned year and have to give a written test in Luxembourgish.
