Yeah, when the scene is so specifically about language barriers, I don't understand why dubs just don't do one of these two things: 1. Have the English speaker talk in another language that the English audience won't get 2. Have the non-English speaking characters talk in their native language for only that scene, so that we can understand that they are speaking different languages
Sticking up your middle finger isn’t as taboo in Japan as it is in America. I don’t know this guy specifically, but it can be still considered a language barrier if he didn’t know that what he was doing was offensive. Only in this case it’s a nonverbal language barrier

From what I've heard, the rumor is that the studio didn't want to hire an actual professional english speaking voice actor for this really minor part so they just found some foreigner basically off the street and had him come in and record some lines.
