Lets take into the fact Seidan's age much slower than Earthrealmers so 20+ years in prison is probably the equivalent of like a 3 month jail sentence to them.
I have a feeling in the secret ending just like us having aftermath Havik will be a dlc villian and Onaga will be teased after that extra story mode dlc. If I’m wrong fine but we’ll see
I don't think he's even a DLC villain material. I didn't see if he can do anything by himself. He failed to kill Kuai Liang with Darrius' help, he needed Rain to topple his government. How am I supposed to believe this guy can be a main villain in anything? I was excited for Havik, his gameplay is cool, but story wise, he's such a dumb character. Just an extra, nothing more.

This is just like that episode from the last air bender where jet was willing to sacrifice innocents to free the local valley from the fire nations occupation. Using the same method in this ending no less. But like Sokka told him in the end “who would be free? Everyone would be dead”.
