The star bullet should have different strength levels depending on how many items you inhale to build it. For example, inhaling 2 items (for example two enemies) should be able to get rid of a maximum of four targets. Basically, how many items you inhale, take it to the power of two, to get the maximum amount of targets you can get rid of with your star bullet.

I think you need to finish the story mode and then its unlocked, in the case of Soul Melter, you need to play the Ultimate Choice and win in Sizzling adventure...And Soul Melter EX is related to the DLC, which you need to finish first in order to unlock it.

Meta Knightmare is...not a thing in Star Allies (unless you count the guest star mode, but i doubt they'd do EVERY SINGLE character in that mode)
