will it require wifi connectivity at all time or just with file transfer feature?
WiFi only if you want to use the network folder, otherwise you can load art through USB.
Are the actual capabilities of the two machines similar? For example: Caps and 3D Caps. Can the Summit do the same job as the 16?
Yes there is no difference in embroidery functionality. Do those 3D caps on the Summit as pro as the EMT16X!
