In my opinion, to learn a language, the skills like reading, writing, listening and speaking are needed. Listening or watching is only one of them, maybe the most important one, How do we learn our mother tongue? The baby is born, and just listens to people talking to him/her. 2 years later, it begins to say mama, daddy. Up to this point, listening is OK, but later, he/she speaks with others and at school, he/she reads and writes. In short, when the person neglects the other skills, he/she cannot learn it properly.
