*sigh* The way I see it...there's no way to implement this song without crossing two music groups together. Sure, this song does fit the usual relationship between the Shinonome siblings (constantly teasing, arguing and up to such things)....and it makes sense, it's Giga, so Vivid Bad Squad should have gotten the song featuring Ena from N25, despite the age difference between what the song describes (as the song says the brother is the older one, but Ena, the sister is older)....maybe it's in terms of behavior?
But I'm fine with Tsukasa being in the song....as long as he sings with Saki, as the younger sister. I saw this opportunity to cross two music groups together, or have a feature where one group makes a song with a singer from another group (Be it VivSquad and N25, or WonderShow and Leo/Need). But Sega wanted to keep them separate, so they had Nene in there instead of Saki, to keep the Sekais separate, and make this a WonderShow song.
This could have been a sibling-rivalry song, and a good idea story-wise, because we have two perfectly good sibling pairs to mix things up. Saki already knows about Tsukasa's shows anyway, what if Ena discovers Akito's passion for street music and freestyling? And it would make SEKAI itself as an alternate world so much more interesting!
I see this as a big L for ProSeka. Damn, they really did that to this poor game. :/

I don't think this would work well with Tsukasa and Saki, simply because of the relationship the two siblings share.
I am not trying to say that the Tenma siblings are incapable of fighting and having conflicts. However, I will say that I cannot see them fighting this badly where they're at each others' throats and wanting the other sibling's head on a stake. If they do fight, the conflict isn't usually that big and they always make sure to apologize and make amends with each other.
Edit: But yes, I do agree that the "No cross-unit covers unless for special occasions" is a stupid rule and it would have added more variety to the game rather than just having the usual half-unit/full-unit covers.
They could also do something similar to what they did for Yoru ni Kakeru, putting up alternate vocals done by members from other units rather than just putting up Kanade's alternate vocal and calling it a day. They did it for one song, why not do it for another?
