The top of Westernport Bay is home to many estuaries with the main ones being Warneet and as seen in this video, Tooradin. Bay trout are just juvenile salmon, completely different from tommy rough. Tommy rough only grow to about 6-8 inches whereas the bay trout turn in salmon. So yes, tommy rough have no legal size but the bay trout have a minimum legal size.
use a running sinker but just tie the hook to the main line and the sinker above it (ball sinker). Pilchards and blue bait are your best bet and try dropping it under the pier cause the trevally swim around there.

Great work fellas. What bait and size hook were you using?
Just using pilchards rigged in a size 6 bait holder hook. Wouldn’t be too ordatious to use a size 4 though. Thanks mate.
