When it comes to Your budget You can deficit spend effectively if You are Great Power and if your income + investment pool are greater than Your costs(as a rule of the thumb). As long as You have pops to work You can outbuild your interest. Being GP is very OP in that way and often it's very profitable to invest in Your prestige. You may cheese it - f.i. be first world producer of fine art and similar goods. Decrease the amount of construction sectors in labour lacking states and use max labour saving PMs. It's better to constantly construct than to house it and construction sectors are cheap to build. Also You are very short on pops - prioritise open border and migration attraction, high earible land, conqueror some high density area in Asia etc.
When multiple puppets join against you in a play, you can add conquer war goals against the other puppets for SUPER cheap infamy cost. That early war vs Peru could have brought you a lot of land.
Unfortunately Venezuela has some good protections (Russia and USA) now, but keep pushing! Please, don't forget to research Civilising Mission! You must be the first to build the Panama Canal (alongside the enabling transport company) and this knowlegde will help you as well with the malaria prevention (next research in line), really necessary to deal with the Amazonian territory. Another suggestion: prioritize the rubber (and coffee) plantations in the construction line, they're quite fast building and will help your budget and the Amazon missions.
