RRR team did the job very smartly! In the beginning of the movie, the VFX were top-notch. I mean, just look at the tiger and the wolf! Goddamn hell! Amazing work! They don't even feel like they were CG animals! Even that train blast scene was also nicely done, though it wasn't perfect! But in the scene where Bheem enters Scott's palace, the VFX was very much noticeable. But this is where the team did a smart job! Until that point the audience went very deep into the story, disregarding the VFX. So, in their priority list, that scene didn't had to have very top notch VFX. And the shocking think is, the noticeable VFX was just for 4 or 5 shots in the whole chaos sequence! Soon after that, again, a really nice work on VFX! Also at the end fighting scene, there were some semi-major lighting issues, but again, the audience went so deep in the story that they disregarded the VFX! 1000 IQ game by the VFX team of RRR! AMAZING! Every VFX team should go for this if the story is not that convincing like RRR.
Being a vfx artist I can say budget plays a important role cuz all the best vfx are done by MNC which charges very high amount in the market but their output is top notch!

I'm Saying this Because by brother work in MPC (Moving Picture Company) it is VFX company and if you want to say Hollywood have big budget that's why they have good visual it not true but giving enough time to VFX artist and proper management can bring good VFX scene not big budget and if want to know that ( Ex Machina) have only 15 million Dollars budget but it won Oscar for best visual Effects Indian producer just give big chunk of budget to big actor and and those money left after the all expense they give to VFX artist or VFX company Indian have talent they work in WETA FX all big VFX Company in world they are doing good.
