what exactly are you "testing for" with the multimeter? you appear to just be scraping random contacts with it set to 20kohms. plus you have no power running through the IC's so nothing of value would show anyway...
He's not testing for anything, this guy is a fake. I've gone down the rabbit hole of fake restorers and the like and this is one of the channels that popped up. Completely obvious as you've witnessed yourself.
