Only awfully ignorant people would say or think that these are " _a Waste of money_ ". Life saving emergency heli's sometimes work surveillance flights, but only as part of their rescue work, so it's NOT to be equated with police surveillance heli's, which is what you're likely doing.

What police call crime is speculation. It depends on who is committing it.
