I do believe you should go for GLs yes, even if you want to stick to your GAC no-GL challenge. They will carry you through content in the game. Talking mostly about Conquest, Proving Grounds, Galactic Challenges and the likes. Those rewards over time really stack up. And we're not even talking about the their special missions, Smugglers' Runs II (for Jabba) or the ultimate journey for those legend tokens. It's absolutely worth it. The only thing I'd say is maybe farm more side projects since you don't plan on using them in GAC ? You can compensate for a roster that's not as tall if it is wider.
Yeah the GLs can do CT3 of some assault battles. Would also be useful for legend tokens to get more omicrons. Also general use for TW/TB as well as hard conquest (since some of those characters can counter GLs). Interesting concept not using a GL for GAC but I think getting them is still useful for the other game modes.

CLS can definitely counter galactic legends, I've countered a few low tier jabbas with all relic 3 (minus a g11 c3po)
GLs for defense only maybe?
