You need to look for what farmers can do at present, not in past. Earlier people were paid to kill devils, not farmers (option B). Then, Because of devil's large number, farmers could kill or poison them (option A). Now as devil's are endangered, so at present farmers are not allowed to kill them. So finally, Option C is Correct answer.
