They need to only enforce the 21.4 rule if the leader breaks it.. (At the time they are leading) Its impossible to ever catch up if you cant go faster then 21.4

I can't even watch the V8 cars. The "too fast" penalty is absolutely insane. Who makes these asinine rules??? This isn't racing....
