This was a very early Jay Ward cartoon (before he teamed up with Bill Scott). One could see glimpses of the future "Bullwinkle" (et al) in this black-and-white short. "Fractured Flickers" would not be Hans Conried's only collaboration with Jay Ward; he would later voice the character of "Waldo Wigglesworth" in the "Hoppity Hooper" cartoons.
Actually, this was produced for first-run syndication in the 1963-'64 season, during the final season of production of "THE BULLWINKLE SHOW". Jay and Bill became partners in 1958, and originally tried to sell "Rocky the Flying Squirrel" as a daily syndicated serial (as "Crusader Rabbit" was), before it became a twice-weekly late afternoon half hour series for General Mills, "ROCKY AND HIS FRIENDS", in 1959. "FRACTURED FLICKERS" came later. Hans Conried was involved in the original "HOPPITY HOOPER" pilot in 1960 {the first two chapters of "Ring-A-Ding Spring" were produced as a sample of things to come} before it was produced as a Saturday morning series in 1964. Conried also provided the voice of "Snidely Whiplash" in the "Dudley Do-Right" segments of "THE BULLWNKLE SHOW", beginning in 1961.
I "grew up" watching these. Still enjoy them today, seems I'm yet to "mature?"

Thank you for setting me straight.
You're welcome!
The pilot is produced in 1961.
