Yes you are right,
But it's not water heater (geyser)fault
Problem is in your hot water pipeline,
Due to plumbers mistake,hot water doesn't balanced as compared to cold water,
Hot&cold water pressure should be same always...
But anyway you can increase your water pressure 40% by change your connection pipe and nrv,this is installed in your geyser..
