I personally think that the Elemental Robes were a last minute change to the Ninja. or most likely they used the wrong model by accident.

I noticed this! Also in season 8, when Cole got taken by ultra violet and Lloyd was fighting Mr. E, you could see Cole was among the ninja even though he got kidnapped.
