Rafi does not need anyone certificate , his work is evidence . But yes Mana Dey was also as versatile as Rafi , but Rafi intrincic voice quality was not as good as Rafi.
Manna Dey is unrivalled in classical. Infact, Ustad Bade Ghulam Ali Khan was so impressed by him, requested him to quit playback and pursue pure classical.
