It's pretty much impossible. Phones have their own power management (charging) chips, which makes it impossible for the USB power supply to read the voltage of the actual phone battery. The only way this could ever work would be to write software for the phone that actively communicates with the power supply over USB, but this would mean no plug and play.
It's actually possible through the MTP protocol, I think. I can connect my Xperia M through USB to my PC and view it's battery percentage level in the phone's properties in Windows 7. So you'd "just" have to implement it on the microcontroller inside the charger on the video.
While trying to get it to read what power is on your phone may be more of a hassle, what about instead of reading the phones power level instead it reads the level of the power bank. I believe it would be much simpler
I thought that phones ran on first aid refills, not armour refills. 😅 Then again, from another standpoint, the HEV has energy-based armour, so it does make sense to use an armour recharge as a power bank template. Looks and sounds great, too.

Battery bank, 3d printer, arduino/raspPi plus parts that can communicate with them such as the diplay and the speaker, copper wire + solder, python language (easiest language to learn ever), acrylic paint and clear coat sealant. The only thing you're figuring out now is how to map the logic and board. That's up to you.
