With dragrulers ability can your opponent not take a damage but get 10 k power if they pay the cost

Yes, you can gain 10k without dealing damage depending on situation:
skill: "this unit gets 10k until end of turn, if the no. of cards in ur opponent damage zone is 4 or less, choose one of ur opponent vg, and deal one damage."
1st part: "this unit gets 10k until end of turn", if you pay the cost, dragruler WILL gain 10k.
2nd part: "if the no. of cards in ur opponent damage zone is 4 or less, choose one of ur opponent vg, and deal 1 damage.", if 4 or less dmg, you MUST deal damage, it does not say ".. may deal 1 damage. if 5 or more dmg, you DONT deal damage.
so over all: you WILL get 10k AND:
1) if opponent 4 or less damage: you MUST deal damage. (so gain 10k + deal damage)
2)if opponent 5 or more damage: DONT deal damage. (so gain 10k + no damage dealt)

This is the Vanguard back-lit table which I think is the official table from bushiroad. This table is from the locals I go to.
