I've been learning English for a year and 4 months, so I can write, read well, also I can understand native speakers about %80 what they're saying, but I can't speak in English seamlessly.
I am trying to speak to myself Every day for 7 minutes on a recorder and I think this method helped me a lot.
There's just something I lack such as speaking to someone face to face.

Hello my friend, I've been learning English for 4 months. My level is pre- intermediate. I'd like to improve my speaking skills, so i want to talk to someone face to face like you!
Best way to improve speaking is to speak in english with one who knows english and communicate with them. I got my confidence in english when my cousines came from canada and they knew english only so i had to talk to them in english and in some days my english got fluent

First u should watch English podcasts or movies with subtitles to understand it better. Try to record your own voice and listen again. To see where are u on mistake. Try to read articles and news, so It'll help u understand English and increase your vocabulary.

In my view the best way to Express ourselves is the way we behave. sometimes some people behave in a way as if they are very well educated with well upbringing while they maybe from a low class of the society and have no high education even they maybe illiterated.the reverse of this is confirmed as well.for instance someone maybe very well educated but they act in a way as if they were illiterated. So behavior is more important than clothes and education
