Step 1:
VLC - Tools - Preferences - Input / Codecs - Hardware-accelerated decoding - "DISABLE"
If step 1 didn't work, try step 2:
VLC - Tools - Preferences - Video - Output - "OpenGL video output"
Hints from comments:
-Reinstall + clean setup
-Make sure you have 64bit version
-This 3 together in settings:
Video - Output: Direct3D11
Input/Codes - Hardware acceleration: Direct3D11
Show settings All - Video codecs - FFmpeg: Threads 8

Se non funziona, provare con lo step 2:
Strumenti - Preferenze - Video - Uscita - "uscita video OpenGL"
Suggerimenti dai commenti:
-Reinstallare con installazione pulita
-Assicurarsi di avere la versione a 64bit
-Questi 3 insieme nelle impostazioni:
Video - Output: Direct3D11

I have a laptop i7-9750h gtx 1660ti and this fixed my problem:
Video->Output: Direct3D11 video ouput;
Input/Codes: Hardware acceleration: Direct3D11,
Show settings All->Video codecs->FFmpeg-> Threads 8. The rest are standard settings.
Worked perfectly on my machine with the same specs, both stuttering into grayscreen and decoding artifacts are gone. Thanks a lot!
I don't like x265 and I rarely download this format but when I had such video I was using PotPlayer which also doesn't have problems with 8K or UHD videos. But yes, thanks for the advice. And since I use VLC as default player I wanted to fix it, these settings worked for me.
Did not work for me. I still had to disable the Hardware acceleratino for it to work.

Finally I find the solution after years of troubles. I thought things would go back to normal with following versions but again and again I was disappointed. I had no choice but to try another software (SMPlayer) each time this problem rose. Now everything is good with OpenGL. Thank you so much for this video.

Second one worked but only after I restarted VLC. Thanks. Actually I noticed the control bar wasn't coming up in full-screen so I switched to DirectX and now it's all good. *Another actually, I couldn't get subtitles to show up in DirectX mode.

none of this works BUT the strangest thing happened to me. once i install k-lite codec pack standard (for their own player). The next day everything is smooth. Is it because i restart my pc??? K-Lite player could open this and play with no problem while vlc couldnt on day one. The next day, it all just play easily. I didnt update anything except reinstalling vlc and updates chrome. It doesnt work at all at the time.
