It's coming from more than a 100 years law in France. You are not allowed to wear something linked to religious symbol or politics in French PUBLIC SCHOOLS. The abaya is just too much associated with some religious symbol for the public schools. There is a lot of religious and private not expensive schools in France for parent would like that their childreen will have also religious education.
