Probably the only one Imperial officer who was a real threat towards Rebel Alliance. Brilliant, respective towards enemies, cultural and never arrogant. If he could be leader of Imperial Army and worked together with Palpatine and Vader then Rebellion could be destroyed in just mere months, if not days. That's why he was probably even far more dangerous than both Siths.
