Yes, or more acuratly the first condition was met. Honing Hood says to return 'all' cards from your arsenal, which just happened to be 0 cards this time.
@@johnjones3981 It doesn't read "return a card you control in arsenal to hand" it says "return all" which means that any number of cards in arsenal are returned to hand, which can be 0 or 1 unless New Horizon used, but Honing hood and New Horizon cannot be used simultaneously. Anytime something specifically requires a target and there isn't a target available won't work. Any time there isn't a target specified cards don't require anything. In Yu-Gi-Oh, the card Heavy Storm destroys ALL magic and trap cards. You can play it if there are zero magic and trap cards in play it just doesn't make sense to do that, however Mystical Space Typhoon cannot be played if there are no legal targets. To put it into real world terms, you can walk into a store to look for toothpaste, regardless of whether or not that store has any, but if you want to buy(target) a specific toothpaste it must exist to do so.
You can also compare it to Azalea's effect. Azalea says "put a card from your arsenal on the bottom of your deck" and "if you do, put the top card of your deck into your arsenal". That second part implies the first part of the effect needs to happen, you putting a card on the bottom, which can't happen if there are no cards in arsenal. Meanwhile Honing Hood doesn't specify anything like that.
