One thing the pope does have the power to do is appoint people to certain offices or commissions. From what I hear and read, many of his appointments are of people who are marginally orthodox or even non-orthodox in regard to certain matters of morality. Certainly, that is his responsibility.
He is stacking the College of Cardinals with Fr. Martin, SJ types. At the same time he passes over holy, orthodox bishops or forces them into retirement. It's his most grievous fault.

Have you read Traditionis custodes and the accompanying letter to the Bishops? The Pope explains his reasons there.
