This is actually a former Canadian National locomotive. It carried the same number for CN and actually continued to wear CN colors for the first few years it spent on the railroad. It is very similar looking to the ATSF GP9s though!
If there having problems. Running a loaded order. They should run a 1 extra locomotive up front. Or do a pull push configuration. With helper in the rear.

It should be more level once they're finished regrading the track. That whole segment was washed out last year.

Grade crossing signal broken? Also why were the ditch lights off?
Yeah, the circuit appeared to be out. I believe ditch lights are only required above a certain speed.
