Language skills and speaking/writing skills are two different things. It is possible to be fluent in a language and yet be a poor speaker or writer. For example I consider myself a poor writer/speaker even in my own native language. Just because you know a language doesn't mean that you automatically are a good writer or speaker. Good speaking or writing requires skills that go beyond the language per se. You need to ask yourself what your priorities are. Do you want to learn a language or do you want to become a good speaker/writer? Those are two different separate goals. If you want to learn the language first then you should forget about speaking and writing and just focus on reading. Because reading a lot is the fastest way to acquire a good vocabulary and learn the language fast. Later you can focus on speaking and writing.
