Just an idea. If you could get donations you could put things like sleeping bags, blankets,food supplies, water, a cooking pot, wood for fires and maybe a lighter or something. That way it's a true survival spot for hikers or anyone needing shelter.

I think your heart is in the right place, but that rock shelter doesn't look very stable to me. The arrangement of the stones and placement of the fire doesn't seem safe in my eyes. If you haven't already done so, maybe some research on stacked stone fences of Ireland, the British Isles, or the rock homes of the Fremont peoples of the southwestern US might bring some positive inspiration in creating stable structures in stacked stone without clay or mud mortar.
