, la primera preguntar surge desviar 3v a las baterias para cargar algo como bucle, el resto 9v de energia seria gratis ?

Sube la tensión de 3 a 12V, sera porque el motor de 12 tiene mas vueltas en las bobinas, seria como un elevador de tensión pero más sencillo y tambien ineficiente. No hay nada gratis, si tienes menos tensión vas a necesitar mas corriente y viceversa.
