    In general, human/human factor is dedicated to better understanding how humans can most safely and efficiently integrated with the technology. That understanding is then translated into design, training, policies, or procedures, to help humans perform better. Hence, in reference to the stated definition of Aviation Security, humans play the most significant role among the measures and the material sources in AVSEC. Basically, “humans” implement “measures” and utilize “material resources” to safeguard civil aviation against unlawful interference.

    I Believe that MEASURES serve as the center of Aviation Security that details the need for Human and Material Resources.
    Measure is the standard recommendation and practices prescribed in Annex 17. It serves a guideline or blueprint in how to properly plan and safeguard aviation in an act of unlawful interference. I believe that having a great plan that is at par with the international standard, and being able to execute and implement the plan is important to ensure safety. Measures includes training requirements for human and equipment needed for the material resources. Measures and implementation of it is the first priority in aviation security, because having a good plan and strict measures will reduce the occurrence of unlawful interference.

    Among the components of Aviation Security, I think the most important is HUMAN. Humans are the ones who create standards, laws, and methods to be implemented or executed in Aviation Security. I think that they are the primary medium in safeguarding passengers, staff, aircraft, and airport properties because they are the ones who will implement the measures established and use the available material resources to protect anyone/anything from harm/damage.

    (3) Material resources,
    Equipment required in the Security operations were deemed to be expensive ie..
    1. Metal detector
    2. X-ray machine
    3. Explosive detector - trace portal machine
    4. CCTV
    5. Ground vehicle monitoring equipment
    5. K9 unit -
    Security measures / personnel training can be attained but material resources is not easily achievable especially if the agency has limited funds to procure equipments.

    Material resources in aviation are hugely important as it is a tool in implementing the measures, thus achieving security in the aviation environment. Humans are equally important as well as they will be the ones who could implement the measures through their efforts and cooperation. But the most important are humans because we are the brainchild behind on how measures should be done, and where to find materials and resources to achieve aviation security. To conclude, all of them are important in terms of achieving aviation security, but in essence, humans are the most important factor behind achieving success in aviation security. Tools, resources, materials, as well as the proper measures will not be made in use without humans to implement these things.

    In my own opinion, the most important among the three combinations is "HUMAN". Human can manipulate the use of materials or equipment needed on the facility or organization, and also they can measure the standards of the aviation security by planning or taking into considerations on the safety precautions. Safety measures or preventive measures must be observed properly to save lives and so with the equipment. As the highest form "HUMAN" can adapt to the needs of others can manage himself/herself and make plans so everything will be organized and in order.

    Human. I would say that that is the most important among the three for tons of plausible reasons. Even though the other two (measures and material resources) are very important, human involvement is right up there in the hierarchy because they have a direct participation and therefore an unmediated effect on the other choices, without the human engagement, those other two are going to be crippled.

    I prefer measures to be the most important among the three. Security measures deal with the implementation of high awareness to prevent malicious acts that may happen in Aviation. These measures should be central to be always monitored, checked and be strict of to follow, for measures give the people comfort and convenience that everything is doing well in aviation. Measures include the screening of passengers and their luggage - such things and the profile of the passengers in general. If these things are well-identified and checked, malicious acts and even the false threat communication may be avoided. Measures also provide high security when it comes to the use of an aircraft, its roles and other important things. If there is such a great security measure, the life on an individual will be saved, and the material resources will be identified further whether to retain them or to change them. In general, the two - human and material resources follow when security measures are highlighted the best possible ways.

    For me, HUMAN because they are enforcing laws, rules and company policies regarding aviation security and safety, responding to emergencies, protect properties, controlling access to buildings and protecting employees, guests, and the public, monitoring alarms and surveillance systems, patrolling areas and performing security checks, responsible for ensuring the safety of passengers at the airport, screening passengers and luggage as well as personal effects through scanners.
    Moreover, they inspect, monitor, and screen all passengers to make sure that safety is maintained, control the access of people and items to a plane, to provide security to the traveling people of the whole country, to verify crew personnel and airport staff on the airside area, and to identify and apprehend questionable individuals inside the airport.
    Finally, human can identify hazards before they become risks and the finest tool for this is reporting. They can identify problems before they become a significant issue. In conclusion, human are also compliant, vigilant , and sincere in their commitment to observe over even the smallest hazards that is why HUMAN are important than MEASURES and MATERIAL RESOURCES.

    With in the three components of aviation safety, for me I think one of the most important is the material use because it is the one we need to prepare the safety of each individuals that is going in and out of the facility of the airport . we always have a protocol for the safety of human by using materials meaning human is the one who need to follow the safety protocols in order to make him/her be safe.

    In my humble opinion, Aviation security triangle such as Human, Security Measures and Material resources are all equally needed and important. However, Aviation security should intensify its Measures, because this is the processes and procedures that Human and Material resources get aligned. Given the example in HNL apt, Human and Material resources (x-ray machine/ETD machine since its in US) detected that it is a Laptop, however lack Measures in place about the battery component (lithium, dry cell, etc.) requirement that is safe for travel or recommended for travel by air. They have to revisit their guidelines about Prohibited items and Dangerous Goods whether accepted as Carry on, Check in or Not Permitted for Travel.

    I do believed that all the three factors are important when it comes to aviation security. However, in my opinion HUMAN must be on top. Human performance contribution is the greatest factor I can say: MEASURES are formulated and put in place but without human performance there will be no implementation; MATERIAL RESOURCE are facilitated and procured by means of human intervention for it to materialize.

    Human, decision making and using other resources is very important skills when it comes to safety. The personal traits of each human is a great factor when it comes to safety. Whenever there are procedures to be done the term "human error" is often used and a percentage of the chances of it happening are shown. The human nature will always have an unpredictability that comes along with it.

    Humans are ultimately responsible for ensuring the success and safety of the aviation industry. As it needs a major investments in equipments, system, specifically in trainings; they are the one who will implement the security measures so they must be knowledgeable, flexible, and efficient.
    No matter how good the plannings and measures, there are unforseen events or flaws where in a human can quickly adapt and react to the situation.
    Material resources are only tools that used by the humans and can help to prevent unlawful interference. Technology can enhance but cannot replace, the capabilities of the humans as they provide many services.

    I think all of the aspects or components of aviation safety is important or needed to protect and preserves the safety of everyone and everything in the organization, but in my opinion human is the most important components in aviation safety, cause both measures and material resources are conducted or operated by the human in the organization, so with the lack of good human performance or knowleged thier ore no more best measures to follow and material resources to used.

    In my opinion, HUMAN is the most important among the three choices. Without human, measures would not be implemented and materials will not be utilized. Human is responsible for an effective decision making given the measures/guidelines provided by national aviation security program and international agency (ICAO). They also operate the materials and equipments needed in aviation security. Human, as a member of security personnel, is the one who who will implement the security measures to safeguard the aiport facility against unlawful interference.

    Considering Human or man is among the highest mammal on earth that distinguish a superior cognitive capability among other species, since they have the power to articulate speech, in this way to emphasize that human can manipulate things, can lead ,can serve and hold accountable in every deed and action. Further more, Human that runs the Aviation is equally important because they can perform their task in their highest capacity, given the power of authorization in the myriad of security,thus involving the challenges occur within the organization and part of it human has capable of controlling it

    Among the 3 choices, my personal preferences would be on "Human." Within Aviation Security, and of the three, only the 'Human' aspect is variable, meaning they are uncontrolled and produce a diverse range of responses to a singular stimuli, depending on innumerable traits, characteristics and/or events. By level of importance, the heightened focus on Human should be prioritized rather than Measure and Material Resources, because of the fact that it shows the largest room for improvement unlike the other two which improve over time through scientific and technological advancements. Deciding beforehand, which trainings work, who qualify for which job, or how much time and energy must be expended for specific work is a large variable that, in my opinion, are strictly restricted by the Human aspect of Aviation Security and therefore, must be given proper attention.

    Between human, material resources, and measures, the most important is human. As we all know, having competent human resources make everything possible - from monitoring, implementing and revising to governing the rules and procedures for the safety and security of all. Whether it be material resources and measures, both of them need human intervention and operation. For me, material resources and measures are just instruments for a human to be more effective and efficient.

    In my opinion, though humans, measures, and material resources are devised together to provide an effective “Aviation Security”. The most significant for me is “Humans” because these are beings who create, develop, and enforce “Measures” (which are practices, laws, procedures, and protocols) and “Material Resources” (like screening equipments, etc. ) to ensure the safety and security in the aviation industry. At the same time, material resources which are equipment used to provide betterment in safety and security measures would not be effective or operated without any form of human intervention. Also, Humans, along with their abilities and intervention, the safety/security measures and protocols, and equipment are further improved to cope up with a possible unfamiliar “Acts of Unlawful Interference” against the aviation industry.

    In my own opinion, among the three factors - measures, human and material resources, HUMAN FACTOR is the most important because it plays the major role especially with regards to decision-making. Humans were the ones who set and implement the measures and the one who maneuver the material resources, without human intervention these two factors - measures and material resources would not be as effective as it can be in providing security against act of unlawful interference.

    In my own opinion, the most important among the three combinations is the "Human" because only human can exercise and implement the remaining variety (Measures and Material Resources) of aviation security in terms of material resources like a metal detector, monitoring devices, x-ray machines, and any technology that help to increase the advancements capacities of an aviation security framework higher than ever, their success and real performance rely on that human can only configure, operate, and maintain the materials. Also, humans will execute the standard and recommended practices prescribed for aviation security.

    Human. I might say that this is the maximum essential some of the 3 for heaps of achievable reasons.     In my own opinion Having said that Aviation Security is a combination of all the three aspect namely as follows measures, human, and material resources.
    I choose to prefer, which I think the most important among the three is Human, in any organization this is the most important asset, given the proper objective and training and understanding the real the nature of job and the risk involves around it. Aviation Security is more on the intelligence activities and human interface makes it possible, by having a good intelligence network. Moreover, measures or procedures will be the technical guidance tools to complete the job skill sets requirements. Lastly, the material resources will be the tools and hardware which will be used to complete the Aviation Security objectives.

    For me, HUMAN is the most important among the three choices. HUMAN is the one who makes aviation security more effective and efficient than MEASURES and MATERIALS.     In this world of quickly advancing technology, it is important to have a high level of Security Measures and Material Resources in order to identify and eliminate the possible acts of unlawful interference especially in the Aviation Industry. However, this kind of resources will be wasted without proper human intervention who will act on every possible scenario. It is more important to have individuals who are properly trained and have years of experience in Aviation Security who will strictly follow security procedures and protocols implemented by Office of Civil Aviation Security.

    Among the three components of aviation security, I believe that the most important is Human. Materials, Measures and Human are co-related. Without human, measures will not be implemented and applied. Human create the standards and measures that are applied in order to maintain the security and safety inside the airport.
    Materials require human to operate. The brain and ability of human beings is nothing compared to the materials and modern technology available today. Human are capable of creating safety measures, strategic plans and operate materials. Human can act promptly in case of any emergency, with the proper application of the measures and with the use of the available materials.

    Measures. Aviation security, without security measures in place, is simply inefficient. Security measures are what I consider as the core of aviation security, the baseline on how to guarantee the safety of both passengers and the people working in aviation; the baseline on how airports and airlines should safely operate. Humans are also important, however, what would humans do if there are no measures to implement? Thus, humans have to define first the said measures, which will then be followed by the outlining of what material resources are needed for the effective implementation of the security measures.

    In my own opinion, i prefer to choose Human, why? because i think in aviation security, without a human we cant perform effectively the security, also without human we cant use the material resources and measures. i think if only human left on the three, we ca still perform aviation security not in full extent but at least we can perform it. because if only material or measure left, no one will use it and we cant perform a Security.
