Terence were you aware that, every country has an allotted number of visas? Then several travel agencies around the world are licensed to set up Hajj packages for transport and lodging.
Terence were you aware that at least 16 licensed tourism companies violated the rules? A spokesperson for the Presidency of the Council of Ministers said on an Egyptian television interview. Terence were you aware those people carried travel visas, NOT Hajj visas which would have given them access to "government-sponsored aid."
In addition, "only those with Hajj visas are permitted in Mecca" so those travelers had to avoid authorities cracking down on illegal permits, and walk through the desert, according to a statement by an Egyptian crisis unit investigating the deaths.
Several news outlets reported that those without the proper permits camped in the open at night without ready access to fresh water.
An AFP News report said that... "almost all the dead did not carry proper permits."
Hence "religion" is not to blame. In reality, it is those individuals who broke the rules and the 16 licensed tourism companies which violated the rules and should be held responsible.

As far as worshiping the Kaaba, this is completely against Islam, and if one were to actually do this, one would be committing the greatest sin in Islam, which is shirk, or associating partners with Allah. Muslims (I am not one) only worship one God.
One might ask now, “Why do Muslims kiss the Kaaba if they have the opportunity?” This is simply because their Beloved Prophet Muhammad kissed it and Muslims try to follow what he did. This does not mean, however, that Muslims are worshipping the Kaaba or the black stone.

To do the Hajj, pilgrims need to have official permission from Saudi Arabia to enter the country. Because more Muslims want to come than there is space forthem, Saudi Arabia runs a quota system every year. Overcrowding and overheating have been serious problems in the past...

I was actually there this year for Hajj. The main issues were 1) the number of people who were there illegally 2) people not knowing that Islam doesn't call for you to be in the hot sun for hours on end getting heat stroke when you could be in a cool/shaded area homie. There were many people from surrounding countries who were there illegally like Egypt and Tunisia. Some people were actually scammed by travel agents in their country who brought them illegally - thats why you have to highly vet someone before you give them your money ... as you do with your home, jobs, etc. you gotta have your bases covered which many don't do - which Islam tells you to do. I even saw people who were from USA who tried to finness the system to be there (bro how you gonna come closer to God by lying and finnessing??). The healthcare system was overwhelmed by the people who were there illegally and many of those people ended up dying and many of the people who were there legally couldn't get the help they needed because the people who were there illegally overwhelmed the healthcare system. There were also many heat warnings that told people, especially the elderly to not travel or walk around mid day, but they weren't heeded by many - which is actually against Islam. In Islam we're told to avoid situations that put ourselves in the way of extreme risk like in this case. Hajj for those who are physically able and have all of the right resources in place and even within Hajj, if you're not able to do certain things you're able to deputize someone (for free) to do them for you so you don't have to go in the heat. Also alot of what people lack is proper education on hydration and how to get the proper support.
