For some reason when I move the rotate cursor to a new location it defaults back to the center. Not sure what I'm doing wrong. I'm using illustrator 28.3
Had the same problem. You gotta select the object layer in the layers list first - the little dot on the right. Then the rotate tool starts working like in this video.

holding ALT key u have 2 move the rotate icon to the point u want to set
how did you draw the leaf?
My Ilustrator is 2019. There's no Rotate tool in it. Is there another way around? Also, from where I can get a recent Illustrator version
It should be there. Make sure Illustrator is displaying all tools: Window > Toolbar > Advanced
