Those washers were very common back in the day, and you can still find them on low end and city bikes, usually mounted on fixed fork bikes. Their main purpose was to keep the wheel straight into the forks drop-outs, so that in the event of the nuts unscrewing for some reason, or not being properly tightened in the first place, the wheel won't fly out. My zoom fork has some bolt at the bottom (where you put the wheel )
If the bolt is at the bottom of the lowers instead of inside the fork, you just remove those to get the fork apart.
