A note on Shiki's rings, since they are never explained in the anime (some remarks later are confusing without knowing this): if you recall when Makoto formed the contract with Shiki, they had to give Shiki a bunch of Makoto's full mana rings to sort of fake Shiki's mana being high enough to even make a contract (remember Makoto's mana has multiplied many times over since he contracted with Tomoe and Mio). Those rings ended up bonding with Shiki and gaining special abilities, but he's still learning how to use them and what powers they have.

In this episode the bit with Makoto firing off those brids? He's doing similar thing with when he was shooting with his bow, by becoming one with everything and reassemble(Literally reincarnate himself) himself. He almost forgot who he was upon waking up. Because of that he inching closer to what will probably be reveal later.
Side note- His mana increase exponentially like we all know and remembered how that turn out.

Regarding the reaction to his Mana Matter, creating it is an ability that plenty of high-level beings know how to do, but even the most powerful can only do it briefly. It is really strong, but it costs so much mana to create and maintain that it's just not worth using for them. But Makoto was specifically looking for a way to use more mana at once (imagine his mana production is a huge river, and he can't cast spells fast enough to use more than a small stream off that), so it's a perfect way for him to more efficiently use his insane supply.
