Since everyone is asking. You need 5 skulls specifically for g5 luffy. You can get one in Treasure Map and I forgot the name of the other one it’s something clash but they ended already so you can’t get those two now. And the events that you needed to do already passed so as of right now you can’t get the skulls. They should be in the exchange a couple months from now tho. I hope that explains it a bit
