Well think it in another way, he had to sacrifice combating in the front line due to the limitation of his quirk. His quirk doesn't allow him to hold the battle fort as it got time limit and can only copy a small amount of quirks. In the grand calculations, he is the ONLY one (besides Eraserhead) can slow down the quirks that shigaraki has, so he's actually doing a lot too Him in the defensive side is just as important to those in the offensive side
I don't think he ever can, the point is that OFA has gotten so strong he physically cannot without breaking himself. But when combined with other quirks like gearshift and fajin, he can get an "equivalent" 120% power punch while maintaining the 50-60% OFA.

I dont think he could. He is stronger than Deku, but All Might had no means to counter Shigaraki's degrade quirk. Deku has the black whip which he has used since he started to fight Shigaraki to keep him off the ground, also Deku is faster and even with that he used the smoke screen to caught Shigaraki out of guard
His 45% + Gearshift + Fajin gives him a faux 120% and is much stronger and faster than All Might Prime at this point, it was literally a one sided fight until the reinforcements arrived for Shigaraki, as Shigaraki/AFO quirkless is supposed to be as strong and fast as All Might as stated by himself while having AFO controlling him, AFO fought All Might Prime and knows his strength, also stated by All Might and Hawk after they got the data of the fight against Star and Stripes, so no it would have been maybe even harder for All Might to fight this version of Shigaraki/AFO

He is still not using 100 % power of OFA its still 50 - 60% OFA and other quirks as u can see his gauntlet has not broken (the red band on hand)
But in the first movie the full gauntlets was said to be able to withstand dekus 100% power without breaking
the support course lady remade the full gauntlets so I don’t think they work the same way
