Manually justify but I believe you have to wait for WT to go up by a lot because of the recovering from the Civil War debuff​@@leros6484

​@@leros6484if you can justify and get the war declaration before world tension is 25% that should avoid the guarantee

Thanks for your guide! Got similar ideas, but the revolution began without ending the war (1-3 cities still to take down) and that complicated things again due to the debuffs.
