That engine was made by daylighttrain and he posted a link on a discord server, those who were lucky enough to get it, got it. The engine isn't available right now but I think it will be released soon.

BCSJRR lots of the rolling stock is from jointedrail and trainzforge. Jointed rail also has some sp steamers. K&l trainz has a few sp steamers as well. The cabooses are on the download station.
