Maybe bcs your shells are not dry enough. Make sure its completely dry before you bake them. And before you dry them, tap the tray several times or i always SLAM them 4-5 times on the countertop to release air bubbles. Sorry my english is not good but I hope it helps!
Let it dry enough. I am of the same mind as Auni Syahdah. Also, when making the meringue, do not use the mixer too hard to raise the meringue quickly, but make it dense and soft.

If the dough does not dry even after drying for an hour, it may be that the meringue has no strength or that the dough is too thin because of kneading the dough too much.
